Empire State Development is New York’s principal state agency responsible for economic development. Its mission is to strengthen the state’s economy, foster business investment and job creation, and support diverse local economies through a mix of loans, grants, tax credits, real estate development, marketing, and other forms of assistance. The agency also manages statewide marketing initiatives, including the I LOVE NY tourism brand and the New York State film incentives. Headquartered in New York City, it operates as a state government entity and serves as the parent organization for the New York State Department of Economic Development and the Empire State Development Corporation. In late 2025, New York State participated in the Grow-NY Food & Agriculture Startup Competition, an event associated with Empire State Development’s Grow-NY program.
