It carries a mandate to insure commercial and non-commercial risks associated with the export and re-export of goods and services, with discretionary authority to insure any risk, and it is based in Dubai, United Arab Emirates. Its primary customers are exporters and other entities seeking risk protection for cross-border transactions. The organization pursues international cooperation to facilitate trade, including a memorandum with the Australian Export Finance Agency, and its governance was refreshed in 2026 with Dr Thani bin Ahmed Al Zeyoudi appointed chairman.
