The Government of Ghana operates as a parliamentary democracy based in the Greater Accra region. Constitutional powers are distributed among the president, parliament, cabinet, council of state, and an independent judiciary. Elected by universal suffrage, the cabinet under the president serves as the principal decision-making body guiding policy and governance. Its mandate includes promoting economic performance while also overseeing national defence, immigration, banking and the monetary system, criminal law, fisheries, and key industries such as shipping, railways, telecommunications, and energy. Policy formulation occurs through consultations with regional and municipal representatives and the public. In 2026 the government engaged in partnerships and initiatives with international and private partners to advance infrastructure and economic strategy, including Neofingo development and a World Bank-backed regional program.
