The Hong Kong Monetary Authority (HKMA) is the government authority in Hong Kong charged with maintaining monetary and banking stability. It was formed on 1 April 1993 through the merger of the Office of the Exchange Fund and the Office of the Commissioner of Banking, and its responsibilities are set out in the Exchange Fund Ordinance and the Banking Ordinance, reporting to the Financial Secretary. Its core remit includes preserving currency stability under the Linked Exchange Rate System, promoting the stability and integrity of the financial system including its banking sector, supporting Hong Kong’s status as an international financial centre, and managing the Exchange Fund. In recent years, HKMA has pursued digital and tokenised finance initiatives, including a joint pilot with HKEX to explore a digital payment solution for the After-Hours Trading session in derivatives and the development of wholesale central bank digital currency concepts such as e-HKD. It has also engaged in partnerships with major institutions, such as Bank of China, to advance these efforts, reflecting a broader push to modernise payments and financial infrastructure. Based in Hong Kong and employing several thousand people, HKMA operates within the banking industry to safeguard financial stability and support the territory’s role as a financial hub.
