The Howard County Arts Council is a small nonprofit based in Ellicott City, Maryland, dedicated to enriching communities by advancing the arts, artists, and arts organizations. It supports this aim through a variety of initiatives, including grants and scholarships, and opportunities for artists and arts groups to develop and showcase their work. The council also serves as the primary advocate for the Howard County arts community and provides a home for the arts at the Capitoline Center in Historic Ellicott City. In March 2026, the organization hired Nishita Jain as a Resident Artist at the Capitoline Center, signaling ongoing expansion of its on-site programming. Through these activities, the council engages local artists and residents in Howard County, supporting planning and public art initiatives and seeking to broaden access to the arts for people of all ages.
