HPA Consulting Group, Inc. (HPA) is an independent and privately owned telecommunications consulting firm in Rochester, NY. We specialize in voice and data communication solutions for small, medium and large size businesses. As an independent telecommunications consultant, we are not affiliated with any telecom provider which enables us to deliver customized telecom solutions that are designed to meet our client’s needs and at the best negotiated rates. 

HPA was founded in 1994 by Bill Hughes and Tom Phelps, former executives at Frontier Communications in Rochester, NY. Over the past 20 years, HPA has served over 500 clients, large and small, across both the U.S. and worldwide in a wide variety of telecom consulting roles. 

HPA provides two services. The first is telecom consulting in the area of voice and data technology.  HPA plans, designs and implements voice and data infrastructure and associated technology for its clients that improves the client’s business processes and/or improves their cost structures. HPA can help you determine the best system and network for today’s needs as well as tomorrow’s forecasted requirements. HPA will analyze your business and develop solutions to improve your operation. 

HPA is also highly skilled at telecom expense management. Telecom costs, including voice, landline, wireline, cellular and broadband, are likely a large portion of your operational expense. Therefore, it’s important to keep a tight control over your monthly telecom expenses. HPA will conduct monthly billing audits for all telecom services. We analyze your services and handle all dispute resolutions, price negotiations, refund/credit negotiations, service and equipment inventories, moves, adds and changes, charges, taxes and surcharge review, USOC analysis, and per minute costs.
