China Huanqiu Contracting & Engineering Co., Ltd. (HQC) is a subsidiary of China National Petroleum Corporation (CNPC) and operates as a technology-based engineering and design services provider in the oil and gas sector. Founded in 1953 as a national chemical design institute, HQC is headquartered in Beijing and organized as a diversified conglomerate with domestic affiliates and branches worldwide, including five regional hubs in the Middle East, Asia-Pacific, Central Asia–Russia, Africa–Europe, and the Americas. The company supports projects through the full development cycle, from concept and planning to FEED and detailed design, complemented by an in-house Corporate Research Academy. 

HQC serves clients across oil and gas upstream, refineries, petrochemicals, inorganic chemicals, mining, fertilizer, LNG, and green energy. Its services encompass general planning, conceptual design, pre-FEED, FEED, and detailed design, along with ongoing technical support. The organization maintains a portfolio of patented process technologies and acts as a licenser to provide project development packages for large-scale processes, including ethylene production, refinery capacity, coal chemical and fertilizer projects, LNG liquefaction and regasification, and fine chemicals production.
