HRSD is a utilities district focused on protecting public health and the waters of Hampton Roads by treating wastewater and returning treated effluent to the environment. Its workforce includes scientists, engineers, and water-quality professionals who balance public needs with ecological considerations. Based in Virginia Beach, Virginia, HRSD serves communities across southeast Virginia and the Eastern Shore, pursuing the recovery of natural resources from wastewater and the long-term protection of water resources. In recent years HRSD has pursued collaborations and capital projects to bolster its infrastructure, including a partnership with RJN Group to carry out field work and a design-and-build initiative for a Suffolk wastewater treatment plant led by Garney. It has also advanced energy and security initiatives, such as renewable natural gas efforts with Virginia Natural Gas and a cybersecurity contract with Jacobs Solutions, together with a collaboration with the U.S. Geological Survey to evaluate its Sustainable Water Initiative for Tomorrow program.
