The Hudson Valley Regional Council is a government relations service organization established in 1977 by seven Hudson Valley counties: Dutchess, Orange, Putnam, Rockland, Sullivan, Ulster, and Westchester. Based in Newburgh, New York, it is one of roughly 650 such councils in the United States and provides a regional perspective along with planning, education and outreach, and advocacy for the communities it serves. The council operates within the government relations and regional planning space, supporting its member counties with initiatives that address regional needs and resilience. In 2024, it partnered with ICLEI USA and the Hudson River Estuary Program to advance local climate adaptation through a collaborative workshop. In 2025, it signed a contract with Novaces, LLC to develop a Comprehensive Economic Development Strategy for 2025–2029. Its work remains focused on the Hudson Valley region, coordinating planning and outreach across multiple counties.
