The International Center for Not-for-Profit Law (ICNL) is a Washington, DC–based nonprofit that works to create legal environments that enable civil society to operate and participate. Since 1992, ICNL has provided technical and research assistance across more than 100 countries, spanning a wide range of political, economic, and legal systems. Its core approach emphasizes indigenous, participatory reform, professional non-partisanship, and support for local expertise. Its work is directed at civil society organizations and other stakeholders seeking to strengthen the legal environment for association, assembly, philanthropy, and public participation. A recent development illustrating its active engagement is a 2021 partnership with the Nigeria Network of NGOs to host an online conference on the impact of government COVID-19 responses on civic freedoms in Nigeria.
