La Junta de Castilla y León viene configurada estatutariamente como el órgano de gobierno y administración de la Comunidad de Castilla y León y ejerce la función ejecutiva y la potestad reglamentaria, de acuerdo con el Estatuto y el resto del ordenamiento jurídico.

Sus áreas de competencia, dentro de las atribuciones que posee la Comunidad, vienen distribuidas en Consejerías, cada una de las cuales se encarga de desarrollar todo lo referente a su actividad administrativa  (Ley 3/2001, de 3 de julio, del Gobierno y Administración de la Comunidad de Castilla y León). El número de Consejerías y su estructura depende del criterio del Presidente.

Al frente de cada Consejería hay un Consejero, que es nombrado y separado libremente por el Presidente, y cada una se subdivide en Direcciones Generales que coordinan y dirigen los servicios administrativos. Además cada Consejería tiene un Secretario General y pueden depender de ella diversos organismos autónomos y empresas públicas.

Para la gestión territorial, en cada provincia hay un Delegado Territorial, que coordina todos los servicios periféricos de las distintas Consejerías.
