The Kings River Conservation District (KRCD) is a multi-county special district established in 1951 by a special act of the California State legislature, categorized in the Renewable Energy Semiconductor Manufacturing industry, and it manages the lower Kings River watershed serving constituents across about 1.2 million acres in parts of Fresno, Kings, and Tulare counties. It is governed by an elected board of seven directors and functions as a collaborative resource agency focused on water, energy, and environmental resources in the Kings River region. The district supports Sustainable Groundwater Management Act implementation, provides staff support to six of the 12 Groundwater Sustainability Agencies in its service area, participates in the Kings Basin Water Authority that implements the Kings Basin Integrated Regional Water Management Plan, and is a party to the Kings River Fishery Management Program, providing financial, biological, engineering, and project construction support to enhance the river’s fishery below Pine Flat Dam.
