Established in 2011, the firm specializes in air quality permitting and compliance; stormwater management and training; strategic regulatory planning; sustainability management and plans; California and federal greenhouse gas (GHG) inventory, reporting, and assessments; and California Air Resources Board (CARB) Diesel Program compliance.

MSHC’s staff has 22 years of experience in providing air quality permitting and compliance support to the Department of the Navy, other Department of Defense (DoD) facilities, and the private industry.

Previously, MSHC’s Owner and Principal Engineer, Massie Hatch, PE, CPP, served as Program Manager on five air quality compliance contracts with the U.S. Navy. Ms. Hatch’s team completed more than 200 projects in California, Arizona, and Nevada, totaling more than $28 million. She was instrumental in achieving an outstanding compliance record with the Navy (98% “Outstanding” and “Very Good” ratings) and received a Naval Facilities Engineering Command Southwest (NAVFAC SW) Design Excellence Award.
