See More General Information The Mahoning Youngstown Community Action Partnership (MYCAP) is a non-profit organization incorporated by the state of Ohio in 1965 (as the Youngstown Area Community Action Council). MYCAP is the Local Administrating Agent for a variety of programs that serve low-income individuals and families in Mahoning County. While there are over 900 community action agencies in the United States, no two of them are the same, because each is designed to address problems unique to the community in which it is located. OUR MISSION The Mahoning Youngstown Community Action Partnership will strive to alleviate and prevent the causes of poverty. We will plan and implement quality services designed to educate and empower eligible residents of Mahoning County with a goal of moving toward self-sufficiency. OUR EMPLOYEES MYCAP employs more than 250 full- and part-time employees. We are governed by a volunteer Board of Directors composed equally of representatives from the private, public and low-income sectors of the community. OUR FUNDING MYCAP receives administrative and operation funds from the state of Ohio's Community Services Block Grant, along with other funds from various sources.
