The North Dakota Mill and Elevator Association operates as the North Dakota Mill, a state-owned food and beverage manufacturing facility based in Grand Forks, North Dakota. Established in 1922 to market North Dakota wheat, the operation runs ten milling units and a terminal elevator with storage capacity of 5.3 million bushels, processing and distributing large volumes of wheat into milled products and related byproducts. 

The mill sells value-added milled products to bakery and pasta customers, as well as retail and food-service suppliers, with most shipments moved in bulk by rail or truck and the remainder packaged for transport. It does not rely on state funding; operating funds come from the sale of its products, and more than 90% of its customers are outside North Dakota, contributing to the state's economy. The North Dakota Mill and Elevator Association is noted as the United States’ only state-owned milling facility and has historically contributed a portion of profits to the North Dakota State General Fund while collaborating with state agencies on promotional and educational initiatives.
