Ruth Hallenbeck and Dr. T. J. Brown founded Oasis Consulting Services in 2003 after working together in different capacities for almost 20 years. Their primary work then and now is assisting public sector organizations to achieve their desired state. Their mission and vision is to help create satisfying, productive workplaces in the public sector.

Their recent work together has included the following:
•	Designing and delivering multiple sessions for the Nevada Certified Public Manager program for the past seven years
•	Research projects for the National Academies of Science Cooperative Highway Research Program that involved identification of best practices across the state departments of transportation in achieving and sustaining organizational effectiveness and a study of 21st century leadership techniques.
•	Assisting the Nevada Legislative Counsel Bureau by designing and conducting supervisory programs, a Leadership Academy, and organizational assessments.
•	Conducting organizational assessments for the Florida, Idaho and South Dakota Departments of Transportation and the Delaware Department of Health and Social Services. 
•	Researching and designing a comprehensive leadership development program specifically for the New York State Department of Transportation.
