The Oregon Educators Benefit Board is a state-level government entity in the Government Administration sector that designs and administers health, dental, vision and other benefits for most of Oregon’s school district employees. It was created through Senate Bill 426, signed in March 2007, and took effect immediately as an emergency measure to address rising health-care costs; the board has since designed, contracted, and manages the benefits programs implemented in October 2008. OEBB changes how benefits are provided by consolidating purchases for K-12 school districts, education service districts, community colleges and some charter schools into a single pooling arrangement for health and related benefits. The program currently covers about 150,000 people, with projected coverage approaching 170,000 once all districts participate. The board is based in Salem, Oregon, and operates as part of Oregon’s state government administration to oversee the benefit plans it put in place.
