The Otay Water District is a public utility that delivers drinking water, recycled water, and sewer services to communities in southeastern San Diego County. Established in 1956 by the state legislature as a California Special District under the Municipal Water District Act of 1911, it operates as a revenue-neutral public agency where customers pay their fair share of system costs. Based in Spring Valley in the southeastern San Diego County region of California, it serves more than 238,000 customers across roughly 125 square miles. The district's service area includes eastern Otay Mesa near the Mexico border, eastern Chula Vista, Jamul, Spring Valley, Rancho San Diego, and unincorporated parts of El Cajon and La Mesa, with water, recycled water, and sewer services tailored to these communities. It operates within the utilities sector, maintaining essential water and wastewater infrastructure. In 2020, Otay Water District partnered with the San Diego Food Bank and other agencies to support a virtual food drive during the COVID-19 crisis, reflecting its role in community initiatives alongside its core utility functions.
