The Pacific Fleet Submarine Museum Association, a nonprofit established in 1978, aims to preserve and relay the histories of submarine veterans whose stories could be lost given the secrecy surrounding submarine warfare. To advance this mission, it acquired the WWII Balao-class submarine USS Bowfin in 1979 and opened the Bowfin Submarine Museum and Park the following year. The museum complex sits in Honolulu, Hawaii, adjacent to the USS Arizona Memorial Visitors Center at Pearl Harbor, and includes both the museum facilities and the Bowfin itself, which remains open to the public.

Since its founding, the campus has drawn more than nine million visitors. The organization is in the process of a major renovation of the museum, while maintaining public access to the Bowfin during the work. The operation is supported by a small staff.
