The capital improvements financed with the proceeds of this debt include traditional governmental projects, such as roads, sewers, water systems, schools, administrative facilities, health care facilities, stadiums and public housing, facilities for nonprofit organizations, such as hospitals, university facilities, nursing homes and other housing for senior citizens, and "exempt facilities" for industrial and commercial users, such as factories, waste recovery plants and port facilities.
