Pennsylvania One Call System, Inc., doing business as Pennsylvania 811, is a not-for-profit organization based in West Mifflin, Pennsylvania. Although underground facility owners and operators follow Best Practices from the CGA and APWA for temporary marking colors, Pennsylvania 811 itself does not perform line marking. Education and public awareness are core components of its activities, with Damage Prevention Liaisons coordinating training, educational programs, and underground coordinating committees. The Pennsylvania Public Utility Commission enforces the One Call law (PA Act 287, as amended) in the state.
