People's Action mobilizes poor and working people across rural, suburban, and urban areas to pursue policy change and electoral wins through issue campaigns. It describes its base as a broad coalition—including low-income residents, professionals, small business owners, the unemployed, and people from diverse racial and ethnic backgrounds—spanning youth to seniors and embracing immigrants.

Based in Chicago, Illinois, the organization operates as a national network focused on organizing and advocacy around data-informed campaigns. A recent development involves a partnership with the Maine People's Alliance to enhance data capabilities and convert information into power-building pathways. Historically, the organization has hosted the Movement Builders' Conference, a tradition dating back to its early days in Chicago.
