Based in Boston, PAARI is a nonprofit in the law enforcement sector that helps police and other public safety agencies create non-arrest pathways to treatment and recovery. Its model developed from the Gloucester Police Department's 2015 Angel Program, which reframed addiction as a disease and provided a stigma-free entry point to care. PAARI now coordinates a nationwide network comprising more than 700 departments across 40 states, prioritizing early-diversion approaches that reach people before involvement with the criminal justice system.

The organization emphasizes cross-sector collaboration, drawing on clinicians, social workers, recovery coaches, and volunteers to support program delivery. Access to resources—such as technical assistance, program templates, convenings, and a network of peer agencies—is provided at no cost to participating agencies. In 2024 PAARI appointed Maureen Bilek as Chief Development Officer.
