The Port of Cascade Locks operates as a municipal port authority with authority to acquire, develop, lease, and sell property to support economic activity within its district. It owns and oversees several assets, including the Bridge of the Gods, a key river crossing over the Columbia, and the Cascade Locks Marine Park with amenities such as riverfront spaces, historic structures, a campground, a marina, and public art. The port also owns the Sternwheeler Columbia Gorge paddlewheel river boat, which is leased to the Portland Spirit for seasonal day cruises, and it maintains facilities for year-round private events.

The port's district extends from the Columbia River in the north to the peak of Mt. Hood in the south, and much of the area is National Forest, with the incorporated city of Cascade Locks as the primary population center, home to about 1,235 residents. As part of Oregon's system of public ports, the organization aims to recruit new businesses and support existing ones to create family-wage jobs, support infrastructure, and enhance tourism and local commerce. A recent development includes collaboration with the Pacific Crest Trail Association to advocate for a safe pedestrian and bicycle crossing on the Bridge of the Gods.
