The Postal Regulatory Commission is an independent government agency charged with regulating the United States Postal Service and overseeing its operations. It was created by the Postal Reorganization Act of 1970, and its early role centered on public, on-the-record hearings over rate changes, mail classifications, and major service changes, with recommendations to the Postal Governors. The Postal Accountability and Enhancement Act of 2006 expanded its mandate to establish a modern rate regulation framework, set delivery standards and performance measures, oversee international postal policy with the State Department, prevent cross-subsidization, and enhance transparency and accountability, including adjudicating complaints. The agency has enforcement tools such as subpoena power, authority to direct rate adjustments, and the ability to impose fines for deliberate noncompliance.
