The Purchase Area Development District is a government administration organization serving the Purchase Region in far-west Kentucky, based in Benton. It coordinates a broad set of programs covering human services, community infrastructure planning, economic development, and special projects to address current needs and plan for the future. The district operates within Kentucky's system of 15 area development districts formed by state legislation, blending federal, state, and local funding to support its work. Its governance includes a board of directors comprised of judge/executives, mayors, and citizen members from eight counties: Ballard, Calloway, Carlisle, Fulton, Graves, Hickman, Marshall, and McCracken. More than 250 community members participate in committees and task forces that provide input across the program areas. In 2021, the district partnered with West Kentucky Rural Electric Cooperative Corporation, TVA EnergyRight, and The Murray Bank to offer a Home Uplift program for income-qualified homeowners in the WKRECC service area.
