ROIR, short for Reach Out International Records, is a New York City-based record label founded in 1979 by Neil Cooper. Originally, the company distributed music on cassette, aligning with the rise of portable formats at the time. The label released its first record in 1981, James Chance and the Contortions. Two years later, it issued the compilation New York Thrash, a landmark document of the New York hardcore punk scene.

ROIR's early catalog centered on punk rock and No Wave, with releases from artists such as Suicide, Glenn Branca, and Lydia Lunch, and the label later expanded into styles including hardcore punk, reggae, ska, and dub. ROIR also issued early recordings by Bad Brains, Beastie Boys, Einstürzende Neubauten, Flipper, MC5, New York Dolls, Television, Lee 'Scratch' Perry, and The Skatalites.
