Based in Newton Center, Massachusetts, RJCF was founded in 2005 as a 501(c)(3) nonprofit and describes itself as the only U.S.-based, self-managed, self-funded Russian Jewish charitable foundation. It serves Russian-speaking Jewish immigrants from the former Soviet Union who now reside in Massachusetts and conducts fundraising and grantmaking for related programs. 
The foundation's mission centers on preserving Jewish identity within the Russian Jewish community, promoting charitable activity among its members, and supporting Israel. Its activities are targeted to a community in Massachusetts, reflecting its role as a regional philanthropic organization. In 2017, RJCF announced a partnership with Chayal el Chayal Inc. to provide a welcoming home for Lone Soldiers serving in the Israeli Defense Forces.
