The firm was established in 1968 by Warren H. Saltzman.  Richard C. Johnson joined the firm in 1974 and the firm became Saltzman & Johnson Law Corporation in 1977.  The firm was originally located in the downtown financial district of San Francisco, California, but moved to the City and County of Alameda in June 2018.  We continue to specialize in the representation of multi-employer, collectively-bargained employee benefit plans and public retirement and health plans.

Saltzman & Johnson has provided independent legal counsel services to multi-employer, collectively bargained benefit plans for over 40 years.  We do not represent either labor or management in labor relations and, therefore, are able to provide independent advice to the Trustees or Directors.

Since 1990 Saltzman & Johnson has brought its expertise to the representation of public retirement systems and of public sector health and welfare trusts.  We now represent a significant number of charter city and district retirement plans.  We have authored numerous opinions on complex issues involving state and federal law.
