The San Joaquin Regional Rail Commission is a regional rail authority created in 1995 through a joint powers agreement among seven cities and the County of San Joaquin to improve rail service and develop a county-wide rail system. It has pursued commuter rail partnerships with neighboring counties, including Santa Clara and Alameda, as part of its regional rail initiatives. In 1997, the Altamont Corridor Express Joint Powers Authority was formed with the Alameda Congestion Management Agency and the Santa Clara Transportation Authority, establishing a shared governance framework for ACE projects.

Headquartered in Stockton, California, SJRRC is governed by a five-member board appointed by the San Joaquin Council of Governments. The organization has supported environmental review and planning work on projects such as the Stockton Diamond Grade Separation and the Elk Grove Station project, and in December 2025 appointed Chris Orlando as Chief Executive Officer.
