San Miguel Electric Cooperative, Inc. is a member-owned utility founded in 1977 under the Rural Electric Cooperative Act of Texas to own and operate a 400-MW mine-mouth lignite-fired generating plant and the associated mining facilities that supply power to two wholesale cooperatives. The plant was developed as a joint venture by Brazos Electric Power Cooperative (BEPC) and South Texas Electric Cooperative (STEC); San Miguel purchased the plant and mining facilities in 1978 after securing long-term financing. Commercial operation began on January 7, 1982, and BEPC and STEC have long-term wholesale power contracts with San Miguel that cannot be terminated before 2037, under which they purchase the plant’s output.

Under these contracts, the total cost of owning and operating the plant, including debt service, is allocated between BEPC and STEC in proportion to their respective power purchase obligations for any given year. San Miguel is based in Jourdanton, Texas, and operates in the utilities sector as a regional provider for its member cooperatives and their customers. A notable recent development includes the appointment of Jason Cowan as General Manager/CEO in 2025.
