SKI functions as a central procurement body in Denmark, handling EU tenders on behalf of the public and semi-public sectors to increase efficiency and professionalization of public purchasing. The resulting framework agreements specify which goods can be bought, under what terms, and at what price, giving public buyers a way to order without launching a new tender. These frameworks cover goods, services, and IT, allowing public organizations to devote resources to their core activities while relying on local knowledge where it matters. Users of SKI's agreements span the public sector, including national, regional, and municipal authorities as well as semi-public enterprises. Ownership is split between the state (55%) and KL (45%), and SKI operates as a not-for-profit entity with any surplus reinvested to expand and improve procurement arrangements. It was founded in 1994 as a publicly owned joint-stock company and is based in Copenhagen, in the Capital Region of Denmark.
