The SCTCA is a regional government body based in Santa Rosa, California, overseeing transportation planning and countywide climate protection coordination for Sonoma County. It comprises two agencies—the Sonoma County Transportation Authority (SCTA) and the Regional Climate Protection Authority (RCPA)—which carry out planning, advocacy, project management, finance, grant administration, and research within their respective domains. The SCTA, established in 1990, is governed by a twelve-member Board of Directors representing the nine cities (Cloverdale, Cotati, Healdsburg, Petaluma, Rohnert Park, Santa Rosa, Sebastopol, Sonoma, Windsor) and the Sonoma County Board of Supervisors. 

The RCPA was formed in 2009 to coordinate countywide climate protection efforts among the same cities and multiple county agencies. The SCTCA serves local governments and county agencies, providing planning and fund programming support for transportation and climate initiatives, and it is based in Santa Rosa as a small-to-mid-sized government authority.
