While federal and state funding sources have published laws, regulations, rules and guidelines – these guidelines are subject to vast and varying interpretations. Our experience shows that when grant recipients learn the rules and approach their recoveries in a proactive manner, that interpretation is inconsequential. Simply put, if you are doing things correctly, the issue is not trying to change an opposing interpretation, but rather locating the party who knows you are correct.
