The TOPS Program is an international affairs initiative funded by USAID/Food for Peace that focuses on improving the quality and application of information, knowledge, and best practices in development food assistance. Through technical capacity building, a small grants program for research and innovation, and a combined in-person and online community of practice—the Food Security and Nutrition Network—the program supports food security implementers and donor stakeholders to maximize impact for vulnerable communities. Based in Washington, DC, The TOPS Program operates as a consortium led by Save the Children US, with partners contributing expertise in knowledge management, social and behavioral change, agriculture and natural resources, and monitoring and evaluation. The program emphasizes translating learning into actionable improvements in programming to strengthen the effectiveness of U.S. government investments in fighting global hunger and to foster lasting benefits for households and communities.
