Tzeng Long U.S.A. Inc. serves as the overseas affiliate of Cheng Loong Corp., a major Taiwan-based producer of industrial paper and corrugated cartons. It is based in Commerce, California, at 2801 South Vail Avenue, and was incorporated in October 1982 in Los Angeles. The company began as a trading operation supplying raw materials for its parent.

In the mid-1980s, it expanded into waste paper handling, establishing a packing plant in South Gate and launching a recycling process. To secure supply on the East Coast, a branch office was opened in New Jersey in 1986, and in 1989 a second packing plant was established in Commerce, later serving as the headquarters to centralize Northern American operations; the firm operates in the environmental services sector with a focus on waste paper processing.
