The University System of Maryland (USM) functions as the state's public higher education framework, coordinating twelve universities and three regional education centers to combine expertise and resources and to enhance the system's effectiveness in serving Maryland. Its central Office is based in Baltimore, with additional locations in Adelphi, Annapolis, and Columbia, and it oversees a network that employs a substantial shared workforce across member institutions. Guided by the USM Chancellor and Board of Regents, the system concentrates on five strategic priorities, including diversity and inclusion, academic excellence and innovation, access and affordability, workforce and economic development, and research. 

USM serves more than 175,000 students and seeks to keep higher education accessible and affordable, noting that average in-state tuition for Maryland's public four-year institutions remains below the national average. To address workforce needs, its institutions award significant numbers of degrees across STEM, health care, and teaching programs in the 2024–2025 academic year—roughly 14,000 STEM, 3,800 health care, and 2,300 teaching degrees. A recent development includes a partnership with Google to offer AI Essentials courses across twelve campuses, expanding access to industry-recognized credentials.
