The commission is an independent U.S. government body established in 1976 to monitor adherence to the Helsinki Final Act and OSCE commitments. Based in Washington, D.C., it operates with a small professional staff and a cross-branch membership that includes nine Senate members, nine House members, and one appointee from State, Defense, and Commerce; chair and co-chair roles rotate between the chambers every two years.

It helps shape U.S. policy toward the OSCE and participates in its implementation, including through U.S. delegations to OSCE meetings and involvement in OSCE bodies. Commission members and staff regularly engage with parliamentarians, government officials, non-governmental organizations, and private citizens from other OSCE participating states. The commission also holds public hearings and briefings, issues reports on OSCE commitments, and coordinates official delegations to OSCE fora and participating states to observe developments firsthand.
