In addition to housing, VHA offers education, employment and social services to residents, supporting seniors and people with disabilities and helping working families achieve self-sufficiency, while developing low-, moderate- and mixed-income communities and partnering with social service agencies and local governments to address homelessness and affordability.

Based in Vancouver, Washington, the agency is a mid-sized public administration organization serving Clark County. A recent development noted in March 2026 reports is that VHA planned to purchase an apartment complex to expand affordable housing stock. The agency has formed partnerships with local organizations, including a 2024 collaboration with EOCFWA, to advance its housing and supportive services objectives.
