Since 1987, the Vermont Housing and Conservation Board (VHCB) has pioneered a unique dual-mission approach: creating permanently affordable housing while conserving Vermont's agricultural lands, forests, natural areas, and historic properties. We believe that thriving communities need both—places for people to live and work, and land that sustains Vermont's rural character and economic vitality for generations to come. How We Work Working through a statewide network of nonprofit and private partners, VHCB breaks down traditional silos to tackle complex community challenges from chronic poverty and job losses to affordability and infrastructure needs. We provide grants, loans, and capacity funding to partner organizations doing the critical work on the ground, leveraging state resources with federal funds and private investment. Our integrated approach enables partners to develop and steward affordable homes for working families, protect natural areas and recreational land, conserve farmland and support farm and forest businesses, restore historic public buildings, and advance energy efficiency and renewable energy generation. Strategic VHCB investments improve the economic stability of Vermont communities, downtowns, working lands, and Main Street businesses.
