The World Customs Organization is an intergovernmental body focused exclusively on customs, with a worldwide membership that positions it as the voice of the global customs community. It advances global standards, simplifies and harmonizes customs procedures, and supports trade facilitation, supply chain security, enforcement and compliance initiatives, anti-counterfeiting, and integrity promotion. The organization maintains the Harmonized System nomenclature and manages key technical aspects of the WTO agreements on customs valuation and rules of origin. Based in Brussels, Brussels-Capital Region, Belgium, WCO operates with a mid-sized staff. Its primary audience comprises governments and other members of the global customs community, for whom it enables standardized procedures, safer and more efficient international trade, and capacity-building programs. In June 2026, the WCO launched a digital ATA Carnet in collaboration with ICC to facilitate the temporary admission of goods.
