APSM is a software development firm based in Alpine, Utah, with origins in the early 1990s as a consulting practice helping organizations meet OSHA, PSM, and EPA RMP requirements. Its initial focus was on the service side of PSM, including process hazard analyses, audits, RMP submissions, offsite consequence analyses, and the creation of documentation and training records for facilities nationwide. To improve how clients manage this information, APSM developed a bespoke PSM/RMP management tool that evolved into a comprehensive compliance management system. The software provides reminders and notifications to keep operators and managers aligned with the required elements and supports activities such as PHAs, audits, and technical studies.

APSM works with facilities across the country and collaborates with contractors, building relationships with organizations in the refrigeration, chemical, and power generation sectors. It is connected with industry groups and holds memberships in RETA, IIAR, and IARW. In recent years, APSM has expanded its offerings and functionality, including updates to the APSM Portal in 2022 that extended user permissions for multi-company use, along with related training and tooling improvements.
