Cowlitz-Wahkiakum Council of Governments (CWCOG) is a regional joint governmental organization that coordinates planning and policy on issues that cross jurisdictional lines in Cowlitz and Wahkiakum counties, Washington. It delivers planning and technical services in transportation, economic development, and community development to help member governments address shared concerns. The CWCOG board represents thirty-one entities, including counties, cities, school districts, utility districts, ports, fire districts, economic development councils, a community college, and other nonprofit organizations in or near the two counties. Its primary customers are local governments and affiliated organizations seeking coordinated planning and cross-boundary solutions. 
Headquartered in Kelso, CWCOG’s work spans land use, comprehensive planning, housing, urban growth management, transportation, demographic information, environmental issues, and related regional planning areas. The agency also leads regional bodies such as the Southwest Economic Development Council and the Metropolitan and Regional Transportation Planning Organizations, and engages in initiatives like Cowlitz County’s Housing First Coalition to support regional development. A recent development includes a partnership with the Wahkiakum Chamber of Commerce to host a Small Business Workshop in Wahkiakum County on March 12, 2026.
