District 7, operational since 1940, is one of 123 Toastmasters districts worldwide. Geographically, it includes most of Oregon, and a small part of Southern Washington and Northern California. In Washington state, District 7 includes the counties of: Klickitat, Skamania, Clark, Wahkiakum and Cowlitz. In California, District 7 includes Del Norte and Modoc Counties. In Oregon, District 7 includes all counties except 7 in eastern Oregon: Baker, Grant, Malheur, Morrow, Umatilla, Union, and Wallowa.

District 7 is divided into multiple divisions:
A) Southern Division – Southern Oregon
B) Central Division – Central Oregon
C) Capitol Division – Salem Area
D) Columbia Division – Columbia Gorge Area
E) Willamette Division – South Portland Area
F) Downtown Division  – Downtown Portland Area
G) Northern Division – Southern Washington Area
H) Sunset Division – Highway 26 / 217 Corridor Area
