The East Central Intergovernmental Association is a regional, member-supported organization that unites local governments across Cedar, Clinton, Delaware, Dubuque, and Jackson Counties in Iowa to address shared challenges. In April 2025, ECIA appointed Mae Hingtgen as executive director.
