The Federal Labor Relations Authority is an independent administrative federal agency established under Title VII of the Civil Service Reform Act of 1978 to administer the Federal Service Labor-Management Relations Statute. The Statute grants certain non-postal federal employees the right to organize, to bargain collectively, and to participate through labor organizations in decisions that affect their working lives. Based in the United States, the agency operates within the federal framework that governs labor-management relations for these employees. Its primary constituents are non-postal federal employees and the federal agencies that supervise their labor relations. The FLRA functions as part of the federal government’s approach to labor-management relations by enforcing and interpreting the statute. In 2023, Colleen Duffy Kiko was named General Counsel.
