Founded in 2017, the organization originated at the World Economic Forum in Davos as a CEO-led initiative focused on hydrogen. It positions itself as the principal convenor in the space, coordinating efforts to accelerate adoption across industry and government. In May 2026, at the International Hydrogen Trade Forum in Rotterdam, the Council unveiled Hydrogen for a Resilient World, a CEO-led call to action urging governments to accelerate deployment as a key enabler of resilient electrification.
