The International Civil Aviation Organization is funded and directed by 193 national governments to support diplomacy and cooperation in air transport among signatory states to the Chicago Convention (1944). Its core function is to operate the ICAO Secretariat, an expert administrative body that researches air transport policy and standardization innovations as directed by governments through the ICAO Assembly or by the ICAO Council, which the Assembly elects. Industry participants and civil society groups, as well as other regional and international organizations, also engage with the organization.

When governments reach diplomatic consensus on a standard, it is adopted by member states to align their national regulations and enable safe, secure, and sustainable global air operations. ICAO is not a regulator, and its standards do not supersede national regulatory requirements, which are enforced by sovereign states. Based in Montreal, Quebec, the organization also conducts educational outreach, coalition-building, and auditing and capacity-building activities to meet government-identified priorities; a recent development includes enhanced cooperation with IATA announced during ICAO Aviation Climate Week in June 2026 to accelerate the development and deployment of sustainable aviation fuels.
