Based in Frankfort, Kentucky, the Legislative Research Commission was established in 1948 to serve as the legislature’s fact-finding and service organization. It functions as the administrative and research arm of the General Assembly, guided by a 16-member statutory committee drawn from Senate and House leadership, with the President of the Senate and the Speaker of the House serving as co-chairs, and a director supervising a staff split into nonpartisan and partisan roles; nonpartisan staff serve all 138 members of the legislature while partisan staff support leadership. Committees are the engine of its work, organized as interim joint, statutory, and special committees or task forces and staffed by nonpartisan professionals. The Commission delivers professional services that support legislative functions, including committee staffing, bill drafting, and oversight of the state budget and educational reform. It also reviews the operations of state agencies and programs, maintains a reference library, and produces research reports, educational materials, and a legislative newspaper.
