The Kem C. Gardner Policy Institute is a research unit within the University of Utah's David Eccles School of Business that conducts economic, demographic, and public policy research. Based in Salt Lake City, Utah, it provides data-driven insights to inform decision-making for government and private-sector stakeholders and support Utah’s prosperity. Its activities focus on three core areas: the Utah economy, public finance, and demographics—with dedicated work in public policy. In public finance, economists and a guiding Public Finance Council shape the research agenda around tax policy, revenue forecasting, fiscal impacts, budget stress-testing, and budget transparency. The demographics function provides population estimates and projections for Utah and collaborates with the Census Bureau and state leadership to support policy planning. In public policy, the institute conducts data-driven studies, quantitative and qualitative, developed in partnership with private-sector stakeholders and state and local government to inform policy decisions.
